Zemen (bulgarsk Земен) er ein by og ein kommune i provinsen Pernik i Bulgaria. Kommunen omfattar byen Zemen og 17 andre busetnader.
Kommunen har eit areal på 247 km2.[1] Ved folketeljinga i 2011 hadde kommunen 2 762 innbyggjarar, medan sjølve byen hadde 1 668 innbyggjarar.[2]
